On Monday, 16 February, a meeting was held between Anci Lazio and Regional Councillor Massimiliano Maselli with the aim of initiating institutional cooperation in favour of Lazio's municipalities, with particular reference to the issue of updating the RUNTS (Single National Register of the Third Sector).
The meeting was attended by the Mayor of Paliano, Domenico Alfieri, a member of the Anci Lazio Executive, and the Secretary General Luca Masi. The meeting had been requested by Anci Lazio to obtain a precise and detailed picture of the process of updating the register, in light of the numerous reports and concerns collected by the Association among the mayors of the territory.
During the discussion, Anci Lazio represented the requests that emerged from the municipalities, highlighting the critical issues encountered by Third Sector entities and the operational difficulties reported at the local level. In particular, the mayors' concerns were illustrated with regard to regularisation procedures, some of the associations operating in important sectors, and the consequences of the cancellation of non-compliant bodies.
The Association emphasised the need to ensure clarity, uniformity in communication, and adequate support tools to accompany the entities concerned on the path to compliance with RUNTS.
Councillor Massimiliano Maselli traced the administrative process that is leading to the updating of the Register, highlighting how the procedure adopted by the Lazio Region reflects the ministerial indications and has been implemented with prudence and congruous timing.
Following the communication for the regularisation of the entities, which took place in June 2024, the Region started a verification process that ended, after numerous reminders and official communications, with the cancellation of the defaulting entities in December 2025.
The procedure concerned about 4,000 non-compliant organisations out of more than 14,500 registered in the regional register. Of these, 2,600 were cancelled at the end of a lengthy process: about 2,300 were found to be inactive, while 308 had specific problems meeting the requirements of the RUNTS. It was also clarified that non-regular organisations have the possibility to proceed with a new registration, in compliance with the provisions in force. Anci Lazio asked for direct forms of assistance to reduce the time and facilitate the full resumption of activities by associations, many of which perform essential services for municipalities such as Proloco and Civil Protection.
Mayor Domenico Alfieri, on behalf of the board of directors of Anci Lazio, put forward the proposal to set up a coordination table between the Region and the municipalities, with the aim of making communications smoother and encouraging shared management of critical issues.
At the same time, the Association undertook, through the mayors, to collect precise information on the entities with specific problems, so as to facilitate a more effective identification of solutions.
The meeting represented a first, significant step towards a path of institutional collaboration aimed at protecting the associative fabric of the territory and supporting the municipalities in a delicate phase of regulatory updating, strengthening the dialogue between the Region and local autonomies in the interest of the Lazio communities.
