The Department of Youth Policies and Universal Civil Service published the call for volunteers 2026 concerning applications for Universal Civil Service projects.
The announcement provides opportunities for 65,964 young people and is accessible on the Department's website https://www.politichegiovanili.gov.it/comunicazione/news/2026/2/bando-ordinario-2026/ and on https://www.scelgoilserviziocivile.gov.it/. The application is submitted by accessing the DOL (Domanda On Line) platform https://domandaonline.serviziocivile.it via SPID.
Only one application may be submitted, choosing only one project and one implementation site, by [time] 14:00 on 8 April 2026 (extended to 14:00 on 16 April). Questions can be cancelled and resubmitted until 2:00 PM on April 7, 2026 (extended to 2:00 PM on April 15).
The following requirements must be met in order to perform community service:

- Italian citizenship, or citizenship of one of the other EU Member States, or citizenship of a non-EU country provided that the candidate is legally resident in Italy;
- be at least 18 years old and not more than 28 years and 364 days old on the date of application;
- they have not received a sentence, even if not final, of imprisonment of more than one year for a non-culpable offence or a sentence of imprisonment, even lesser in amount, for an offence against the person or concerning the possession, use, carrying, transport, import or illegal export of weapons or explosive materials, or for offences relating to membership of or aiding and abetting subversive, terrorist or organised crime groups.

If you intend to participate in projects dedicated to young people with fewer opportunities (for those projects which provide for this), you must belong to the specific category indicated by the project, provided you meet the above requirements.
Participation requirements must be met on the date of application and, with the exception of the age limit, maintained until the end of service.
Young people who

- due to the effects of risk situations related to the Covid-19 epidemiological emergency and/or related to the security of certain foreign countries of destination, they interrupted their service voluntarily or because the project they were engaged in was definitively terminated by the organisation;
- have interrupted their national or universal civic service as a result of sanction proceedings against the organisation;
- have interrupted their National or Universal Civilian Service due to exceeding the number of sick days provided for, provided that the period of service did not exceed six months;
- have already performed their civic service within the European “Youth Guarantee” programme, within the European experimental project International Volunteering Opportunities for All and within the Civil Peace Corps projects;
- have already performed “regional civic service”, i.e. a service established by a regional law or an autonomous province law;
- in the course of 2021 they were started in service for participation in a project financed by the PON-IOG “Youth Guarantee” and subsequently, following verifications carried out by the Department, excluded for lack of possession of the additional requirements set out in Article 3;
- have been admitted to the Civil Service during previous selections and subsequently placed on maternity or pregnancy leave, who have not completed six months of service.

Young people who

- belong to the military and police forces;
- have interrupted a national, universal or PON-IOG “Youth Guarantee” funded civil service project before the deadline and intend to reapply for these types of projects;
- have, at the time of publication of this call for applications, an employment/collaboration relationship of any kind with the body running the project, or have had such a relationship for more than three months in the 12 months preceding the date of publication of the call for applications; this also includes paid internships.

A CIE or SPID with security level 2 is required to submit an application for Universal Civil Service.
Obtaining SPID credentials is very easy, you just need:

- an e-mail address
- the mobile phone number
- a valid identity document
- your health card with your tax code
