On Ventotene, a day dedicated to local health, human capital, and community
The ANCI Lazio 2026 Training Camp continues in Ventotene, with local administrators from across the region engaged in an intensive programme of training and discussion on the challenges facing municipalities in the coming years.
The day of June 4th opened with an in-depth discussion dedicated to the reform of territorial health governance and the role of Social Health Districts as a strategic opportunity for local authorities. A central theme for the future of communities, addressed through the contributions of experts and institutional representatives who illustrated scenarios, perspectives, and implications of the reform for municipal administrations.
Chaired by Manuel Magliocchetti, Secretary General of Federsanità ANCI Lazio, the discussion featured contributions from Fulvio Viel, Manager of the Lazio Region Integrated Social Services Area, Maurizio Ottaviani, Director of AIPES – Consortium for Personal Services, and Fabrizio d’Alba, President of Federsanità ANCI and General Director of the Policlinico Umberto I.
The second part of the day was instead dedicated to the development of human capital within local authorities, through an innovative workshop format designed to strengthen the skills, vision, and leadership tools of administrators.
The participants were involved in two working groups. The first, “Possible Futures: scenarios, visions, and strategic planning for Municipalities,” led by Adriano Cozzolino, addressed the theme of constructing future scenarios and the capacity of administrations to anticipate change and design long-term strategies for their communities.
The second workshop, “Building Community: trust, collective identity and territorial cohesion,” led by Raffaele Alberto Ventura, explored the role of relationships, participation, and a sense of belonging in building more inclusive and cohesive communities.
Through moments of discussion, exercises, and collaborative activities, the administrators had the opportunity to reflect on their role not only as managers of the ordinary, but as promoters of shared visions and territorial development processes.
An intense day that confirmed the value of the Training Camp as a space for growth, innovation, and exchange of experiences among local administrators, strengthening the network of Lazio Municipalities and the ability to face future challenges together.
