“I hope for positive solutions to the problems posed by the municipalities”
“I hope that many of the open questions on the budget law, which we have already posed to the government and Minister Giorgetti for several months, can find a shared and positive solution, starting with the issue of easing the rules on the doubtful debt fund. As much as six billion euros are allocated to the fund, relieving it means freeing up very important current resources for all municipalities”.
This was pointed out by the secretary general of Anci Veronica Nicotra speaking in Sperlonga at the final day of the Training Camp 2025.The training and discussion event, organised by Anci Lazio, brought together local administrators, institutions, businesses and communities in Sperlonga, creating a veritable laboratory of ideas dedicated to the post-NRP future.
Nicotra recalled that, as Anci, “we are also working a bit on the release and easing of constraints on surpluses, given that we have some important current account emergencies on some expenditure items of the municipalities that have come to the fore in recent months. In particular,’ the secretary pointed out, ”they concern unaccompanied foreign minors and Italian minors with costs that municipalities must cover for disabled pupils. These are expenditure items that are at a very critical stage and that determine an important exposure for the municipalities, amounting to approximately one billion'.
On these expenses “we have active funds but these would have to be supplemented” to enable the service to be covered.
The secretary general then emphasised the “work that the association together with the regional Anci is doing on the Pnrr and more generally on the investment part. We want to take stock of how to ferry this extraordinary effort,” he explained, "an effort that has involved the entire sector of municipalities with absolutely extraordinary results: we have the construction sites open in execution and in conclusion for about 94% of the allocated resources, which are 40 billion euro.
In this sense, Nicotra recalled that “just yesterday we held a steering committee meeting with council president Meloni in which the extraordinary effort made by the municipalities emerged thanks to the positive results of all the measures into which the NRP was divided”.
