The free in-depth course dedicated to the topic of “Municipal budgeting and local finance in the light of the latest regulatory changes”, organised by the Administrative Gazette Foundation of the Italian Republic in cooperation with ANCI Lazio.
The first day, held on Wednesday 4 March, was dedicated to the regulatory and accounting framework of local finance, with an in-depth look at Legislative Decree 118/2011, general and applied accounting principles and the process of harmonising accounting systems.
Opening the proceedings with an institutional greeting was the Mayor of Velletri, Ascanio Cascella, together with the Secretary General of ANCI Lazio, Luca Masi.
“It is important - declared Mayor Cascella - that municipalities can count on qualified training and continuous updating, especially at a time when the regulatory framework is constantly evolving. Financial management is a pillar of administrative action and investing in skills means strengthening the ability of authorities to respond to the needs of citizens”.
In his speech, Secretary General Luca Masi emphasised the strategic value of training for local authorities, highlighting how ANCI Lazio has started a path to support municipalities precisely through training:
“The municipal budget - added Masi - is today an increasingly complex instrument, called upon to deal with constraints, reforms and new responsibilities related also to the management of PNRR funds”.
The four-day training course will continue on 12 March with an in-depth look at municipal revenue and expenditure, budget balances and financial management, and will then address investment, public works, NRP funds, reporting and strategic control in subsequent sessions.
The course provides for the issue of digital certificates for each individual lesson attended and, for those who participate in the entire course by passing the final test, a final certificate with recognition of training credit, within the framework of the active agreement with the International University of Public Administrations - UIPA.
This initiative confirms ANCI Lazio's commitment to supporting the professional growth of administrators and officials, strengthening the quality of financial management of local authorities in a phase of significant regulatory changes.
