Sperlonga, 18 September 2026 The second edition of the Anci Lazio Training Camp concluded today in Sperlonga, with a day entirely dedicated to the major challenges awaiting municipalities and local administrators: from social infrastructure and the sustainability of local finance, to female representation in institutions and the skills needed to support the transformation of Public Administration, concluding with an analysis of geopolitical scenarios featuring a lectio magistralis by the analyst Dario Fabbri.
The final day confirmed the spirit of the Training Camp: creating a space for discussion in which administrators, institutional representatives, experts, the association sector and professional organisations can pool experiences and tools to tackle transformations that directly affect the quality of services and the governance capacity of local areas.
The morning opened at the Cinema Augusto with the plenary session “Communities that include: social infrastructure for the local area”, dedicated to the physical heritage upon which many essential community services rely: schools, social housing, local healthcare, facilities for the elderly, sports grounds, and civic and cultural centres.
A particularly relevant comparison at a time when local authorities are called upon to deal simultaneously with demographic evolution, new social needs, the housing issue, and the need to plan investments and maintenance in the medium and long term.
Coordinating the work was Federico Palla, general manager of Anci Lazio, with the introduction by the Vice President of Anci Lazio Marta Elisa Bevilacqua.
Among the speeches, that of the female MP Michela Di Biase, of Giuseppe Pierro, Head of the Department for Youth Policies and Universal Civil Service at the Presidency of the Council of Ministers, and of Federica Celestini Campanari, president of the Italian Youth Agency. Also at the table Manuel Magliocchetti, general secretary of Federsanità Anci Lazio, together with, among others, Leonardo Samà, Antonio De Napoli, Fabrizio Sammarco and Serena Dalla Valle.
The panel enabled social policies, public services and the investment capacity of local authorities to be linked, highlighting the extent to which people-centred infrastructure represents a fundamental component of community cohesion and the reduction of territorial inequalities.
Following is the second plenary session, “The resources of the future: local finance between Europe and new challenges”, shifted the debate onto the financial sustainability of local authorities and the ability of municipalities to continue planning and investing during a phase marked by the gradual exhaustion of extraordinary resources linked to the NRRP and the new balances of public finance.
At the centre of the debate were the structure of local revenues, budgetary constraints, access to credit and alternative financial instruments, administrative and planning capacity, and the relationship between the new European rules and investment opportunities for local areas.
The session was coordinated by Secretary General of Anci Lazio Luca Masi.
Among the protagonists of the debate Pierciro Galeone, Director General of the IFEL Foundation, along with the regional councillor Simona Renata Baldassarre. In addition, intervening were Laura Cavallo, Director General of the Department for European Policies at the Presidency of the Council of Ministers, the regional councillor Emanuela Droghei, Maurizio Napoli, Massimo Rizzuto, Giuseppe Pinelli and Anna Maria Domenici.
Two morning panels, closely connected to one another: on the one hand, the concrete needs of communities and the quality of services, and on the other, the economic and administrative tools necessary for local authorities to transform planning and project design into interventions that are genuinely sustainable over time.
In the afternoon, the discussion continued with “Women driving change – From representation to impact: tools, resources and alliances for local authorities”, dedicated to the presence of women in local institutions and, above all, the ability to translate representation into a concrete impact on the quality of public policies.
To introduce and coordinate the proceedings Simona Mulè, coordinator of the Anci Lazio Council of Women Councillors, and Marina Battisti, board member and coordinator of the ANCI Lazio consultative committees.
Among the participants Mochi Silka per #InclusioneDonna e Giulia Lorenzon, head of the Gender Budget Working Group, together with Claudia Giovannini, Sabrina Zolla and Agnese Nadia Canevari of the Department for Equal Opportunities of the Presidency of the Council of Ministers.
An in-depth session that focused not only on representation figures, but on the integration of equality into local policy planning, budgeting and design.
We therefore make way for the theme of human capital with “Skills for the changing public administration”, entrusted to the intervention of Marco Isceri, professor of Public Employment Law at LUMSA.
The focus touched upon a theme that ran through the entire Training Camp: innovation, data and artificial intelligence can represent an opportunity for the Public Administration only if accompanied by professionalism and skills capable of managing change. Training and the development of people therefore become essential conditions for building more effective administrations that are closer to citizens.
To seal Training Camp 2026 was the guest lecture by the geopolitical analyst Dario Fabbri, star of the show “The changing world – Understanding global scenarios to govern local territories”, introduced by Matteo Petrella.
A conclusion designed to broaden the perspective beyond administrative and territorial boundaries and question the major geopolitical, economic and social changes that are redrawing international balances. Transformations seemingly far removed from the daily life of a municipality, but destined to produce tangible consequences for Italy, Europe and local communities, influencing the choices and responsibilities of administrators in the coming years.
With this forward-looking perspective, a two-day event of discussion, in-depth analysis and participation came to a close in Sperlonga, bringing together local administrators, institutional representatives, experts and professionals from various fields.
