(Rome, 26 May 2026) Signed in Rome the’Programme agreement between Anci, Federsanità and the Conference of Presidents of the Regional ANCI, with the aim of strengthening socio-health integration, prevention and territorial welfare policies, in light of the profound demographic and social transformations affecting the country. Today in Rome, the signing of the new Programme Agreement took place between ANCI, the Conference of the Presidents of the Regional ANCI bodies, and Federsanità. At the heart of the document is the commitment to strengthen socio-health integration, prevention, and territorial welfare policies, in response to the profound demographic and social transformations the country is undergoing.

The agreement was signed by the President of ANCI Gaetano Manfredi, the Coordinator of the Conference of Presidents of Regional ANCI Susanna Cenni, and the President of Federsanità Fabrizio d’Alba. The new Agreement updates the 2020 one in light of the regulatory framework introduced by DM 77/2022 on territorial assistance, the reform for the elderly, and the reform for disability. The Protocol aims to consolidate multi-level governance between Municipalities, regional ANCI, and the healthcare system, promoting integrated organisational models capable of ensuring more effective care, especially in cases of fragility, chronic illness, and non-self-sufficiency. The Agreement has four main directions: the promotion of healthy lifestyles and prevention programmes; the strengthening of the territorial network of socio-health and socio-assistance services; support for policies on active ageing and disability; and the development of “One Health” strategies, which consider health, environment, urban planning, and socio-economic conditions as inseparable dimensions.

The Protocol has been drawn up at a time when the demographic weight of the elderly is becoming increasingly significant: one in four Italians is already over 65, and ISTAT projections indicate that by 2050 this section of the population will account for over 33% of the total. This is accompanied by rising levels of loneliness, an increase in chronic conditions and persistent inequalities in access to services between different regions.

The President of Anci, Gaetano Manfredi, reiterated the strategic role of Municipalities as the pivot of a territorial welfare system capable of responding to new vulnerabilities, emphasising how only shared governance can effectively address the challenges of ageing and inequalities. The Coordinator, Susanna Cenni, highlighted the function of the Regional ANCI bodies in connecting the national level with individual territories, with the aim of making good local practices systematic and transferable. The President of Federsanità, Fabrizio d’Alba, defined the Agreement as “a decisive step towards making the socio-health integration envisaged by national reforms structural”, stressing that “health is built in the territories, through prevention, participation, and the capacity to create a system”. The Vice-President of Anci, Roberto Pella, finally recalled the importance of a global approach to health, which includes lifestyles, diet, sports activities, and specific attention to the older and more vulnerable sections of the population.
