The two-day event will take place on the occasion of the final event of P.I.C.O.L.I., the project promoted by the Civil Service Department and implemented by ANCI, which involved more than 1,500 entities across the country.

On 19 and 20 February 2026, at the Rome Convention Centre “La Nuvola”, the Stati Generali dei Piccoli Comuni (States General of Small Municipalities) will be held, two days of debate dedicated to the administrative capacity and daily challenges of municipalities of smaller demographic size. An opportunity to give voice to the territories, share experiences and contribute to the elaboration of concrete proposals to represent to central administrations, building together new solutions for institutional strengthening.
The Stati Generali will take place on the occasion of the final event of P.I.C.O.L.I., the project promoted by the Department of Public Administration and implemented by ANCI, which has built over time a structured and capillary accompaniment model, involving more than 1,500 entities throughout the country. Through specialist support, operational coaching and digital learning tools, the project has produced concrete and measurable results: models and solutions on public procurement, personnel management, budgeting and recruitment, up to advanced experiences of territorial cooperation and access to European funds.
This wealth of skills, practices and relations will come together in February in a great moment of confrontation and re-launch. The programme includes two days of work: in the afternoon of 19 February, four parallel thematic sessions will involve mayors, officials and stakeholders on the strategic nodes of the administration of small municipalities - personnel, associated management, budget and financial management, the needs of the people living in the territories - with the aim of developing operational proposals to be brought to the attention of the institutions.
The morning of 20 February will be dedicated to a plenary session, a moment of synthesis and institutional confrontation, in which the proposals that have emerged will be discussed in the presence of the heads of ANCI, the Civil Service Department and government representatives who will be present.
