An agreement was reached in the Unified Conference on the MASE Ministerial Decree updating the MISE decree of 16 February 2016, concerning the discipline for the incentivisation of small-scale interventions to increase energy efficiency and for the production of thermal energy from renewable sources (so-called “Conto Termico 3.0”).

The text provides for an annual expenditure limit of 900 million, of which 400 earmarked for Pa e 500 for private individuals.
Among the main new features introduced is the’extension of beneficiaries, with Third Sector entities treated as public administrations.
Also updated are the expenditure ceilings, specific and absolute, to adapt them to new market costs.
The perimeter of the buildings involved for energy efficiency measures, hitherto reserved for the PA, is also extended to the private non-residential buildings.
In addition to the interventions already foreseen, such as thermal insulation, installation of heat pumps or solar collectors, the following are eligible for incentives new types of intervention such as the photovoltaic solar systems with storage systems e charging stations for electric vehicles, provided they are installed in conjunction with the replacement of the heating system with electric heat pumps.
The new decree recognises a average coverage of the 65% of eligible expenditure up to 100% in the case of interventions carried out on public buildings in municipalities of up to 15,000 inhabitants, public schools, hospitals e public health facilities, including residential, nursing or residential care.
The possibility is introduced for public and private entities to access incentives also through Renewable Energy Communities (RECs) o collective self-consumption configurations.
The GSE, which is responsible for the implementation of the mechanism, will update the computer portal for the submission of applications within 60 days of the entry into force of the decree.
In expressing its favourable opinion on the agreement, ANCI recommended to the government and the MASE on the one hand to safeguard the resources dedicated to the public sector, a category that is already very large, and on the other hand to facilitate municipalities' access to the resources dedicated to the private sector in the event that the public sector's ceiling is exhausted sooner, especially in light of the very high expectations and the corrections introduced with respect to the previous decree that make the instrument even more attractive.
