Municipal budgeting and local finance in the light of the latest regulatory changes

La Administrative Gazette of the Italian Republic Foundation and the’ANCI Lazio organised at the Accademia della P.A. headquarters in Velletri, a free four-day in-presence course on the following topic: Budgeting of municipalities and local finance in the light of the latest regulatory changes.

The lectures will be held on Wednesday 04 March 2026, Thursday 12 March 2026, Thursday 19 March 2026 and Thursday 9 April 2026, all with a timetable of 09.30 a.m. (accreditation 09.00 a.m.) - 1.30 p.m., at the Velletri Town Hall, Sala Tersicore, Piazza Cesare Ottaviano Augusto, 00049 Velletri.

First day - 04.03.2026

  • Legal and accounting framework of local finance (4h): Legislative Decree 118/2011
  • General and Applied Accounting Principles;
  • The Harmonisation of Accounting Systems;

Second day - 12.03.2026

  • Municipal revenue and expenditure (balances, constraints, expenditure management and debt);
  • The Phases of Revenue and Expenditure and Financial Accounting;
  • Revenue Collection (PagoPA);

Third day - 19.03.2026

  • Investment and public works;
  • NRP funds;
  • Programming;
  • The System of Controls;
  • Audits of the Court of Auditors on the management of the PNRR;

Fourth day - 09.04.2026

  • Reporting and Consolidated Financial Statements;
  • Transparency, reporting, auditing;
  • The PNRR reform for the implementation of ACCRUAL;
  • Local finance and strategic control;
  • Sustainability, ESG indicators, benchmarking;

Each lesson will be from 09.30 (accreditation 09.00) - 13.30.

Registration

A digital certificate of attendance will be issued for each individual lesson attended.

For those who attend all lectures and pass the online comprehension assessment test, a final course certificate will be issued.

The learner is informed that, following an agreement signed with the’International University of Public Administration - UIPA, staff and administrators of the Foundation's Member Institutions are exempt from paying the university tuition fee for degree courses and Level I and II Masters courses.

È It is also envisaged that participation in the course, together with passing the final assessment test, will entitle the participant to receive an educational credit. The credit may be used in the context of teaching in the degree course and in Level I and II Masters courses consistent with the topic covered in the course.
