The first pilot project in Italy on civil mediation training for local authorities is launching.
The memorandum of understanding between ANCI Lazio and Concilianet has been officially concluded, aimed at launching an innovative pilot project for training in civil and commercial mediation pursuant to Legislative Decree 28/2010.
The initiative, strongly supported by the President of ANCI Lazio, Daniele Sinibaldi, and the Deputy Vice-President, Antonio Di Rocco, represents a pioneering experience at a national level and includes structured training for officials and employees of the legal offices of Lazio Municipalities. The objective is to strengthen the internal skills of local administrations for more informed, effective, and strategic participation in mediation procedures.
The project is part of a broader strategy to modernise the management of public litigation, with particular reference to the role of local authorities as entities frequently involved in civil disputes. In this context, mediation is confirmed as a fundamental tool for reducing judicial litigation, capable of producing significant benefits both in economic terms and in reducing the time taken to resolve disputes.
For Municipalities, the conscious adoption of mediation procedures actually entails a potential reduction in legal and administrative costs, greater speed in case management, and an overall improvement in the service provided to citizens, who can benefit from more timely and less confrontational solutions.
Avv. Claudio Ursomando, national president of Concilianet, expressed great satisfaction with the conclusion of the agreement, highlighting how this is the first protocol of its kind in Italy.
“First and foremost, I wish to thank the President of ANCI Lazio, Daniele Sinibaldi, the Deputy President, Antonio Di Rocco, and the entire steering committee of ANCI Lazio for the trust placed in the organisation I lead and for promoting an initiative that demonstrates a clear focus on administrative innovation and the quality of public service. Their institutional vision and foresight today allow officials from member municipalities to access a structured training course in a strategic area such as civil mediation. This is an investment that not only strengthens legal certainty and the quality of administrative decisions, but which can also generate tangible benefits in terms of cost containment and the optimisation of public resources,” he stated.
The protocol therefore marks the start of a structured collaboration that could serve as a replicable model in other Italian regions as well.
