Public contracts, Magliocchetti (Anci Lazio): “Sub-thresholds are the everyday life of municipalities”

The inauguration of the local branch of the Academy of Public Administration took place this morning in Tivoli, with a training day dedicated to public contracts and tenders below the EU threshold.

The initiative was also attended by ANCI Lazio, represented by Manuel Magliocchetti, member of the Board of Directors, who brought greetings from the Association.

For municipalities, especially the small and medium-sized ones that make up the vast majority of our regional territory - declared Magliocchetti - the sub-threshold is not a marginal or merely technical issue, but represents everyday administration. It is through these contracts that maintenance, social services, interventions in schools and local public works are carried out.”.

In his speech, Magliocchetti highlighted how the new Public Contracts Code introduced relevant principles, including the principle of results and the principle of trust, while emphasising the need to translate formal simplification into real simplification.

The principle of trust - he continued - must be translated into operating conditions that allow managers and officials to work with peace of mind. Skills, training and clarity of interpretation are needed. Furthermore, digitisation is a decisive step, but for many local authorities it requires accompaniment and investment in skills, so that it does not become a further factor of inequality”.

ANCI Lazio reaffirmed its commitment to strengthening its role as a network and support for local authorities, promoting moments of comparison and qualified training and accompanying municipalities in the implementation of reforms.

Reforms are measured on the ground - concluded Magliocchetti - in the ability of municipalities to transform regulations into concrete services for citizens. Investing in administrative quality means investing in the trust of communities”.
