Trust as a lever for inclusion and combating labour exploitation

ANCI Lazio participated in Forum PA 2026 for the presentation of the S.O.L.E.I.L. project, a territorial ecosystem of social innovation created to strengthen the fight against labour exploitation and promote socio-labour inclusion pathways for vulnerable individuals. This initiative represents a model of inter-institutional collaboration, networking institutions, local authorities, the research sector, and the Third Sector with the aim of building integrated and lasting responses to the phenomena of exploitation and social marginalisation.

Among the key figures at the meeting were the Lazio Region's councillors. Massimiliano Maselli e Alessandro Calvi , the head of the Ministry of Labour Marina Maggiore , the project manager of the project Romina Papetti , the Secretary-General of ANCI Lazio Luca Masi and the professor Alessandra Sanella of the University of Cassino and Southern Lazio, who explored the value of collaboration between institutions, local authorities, the research world, and the Third Sector in combating labour exploitation. Also present was Antonio Di Rocco , Vice-President of ANCI Lazio, confirming the Association's commitment to supporting paths of inclusion and territorial development based on collaboration between Municipalities and institutions.

During his speech, Luca Masi emphasised the value of trust as the foundational element of the S.O.L.E.I.L. project: trust between institutions, local authorities, operators, and citizens, which is essential for building effective inclusion pathways and enabling territories to meet the needs of the most vulnerable people. This trust arises from stable collaboration between the stakeholders involved and allows municipalities to play an increasingly decisive role in promoting legality, the dignity of work, and social cohesion.

The words of the regional councillor Massimiliano Maselli are also significant, who expressed his heartfelt thanks to ANCI Lazio for the contribution provided to the project and for the liaison work with local authorities, recognising the Association's value in building a territorial network capable of transforming inclusion policies into concrete interventions.

During the event, a video was also shown featuring testimonials from project operators and beneficiaries, who shared experiences of change, opportunities, and redemption. These are stories that truly embody the authentic meaning of S.O.L.E.I.L.: to offer people the chance to emerge from invisibility, regain confidence, fully exercise their rights, and build a future of independence.
