Sinibaldi: support mayors by intervening in the budget law
Syracuse, 4 October 2025 - Two intense days, in the extraordinary setting of Syracuse, hosted the Coordination of the regional ANCIs, an appointment that confirmed Sicily's ability to welcome and enhance the national institutional debate with passion, warmth and great organisation.
At the centre of the work, the most urgent issues for municipalities: the condition of municipalities in distress and pre-dissolution, the reform of the Fund for Doubtful Debts (FCDE) and the rebalancing instruments, which today risk blocking spending capacity and compromising essential services for citizens.
The proposals of ANCI Lazio
Ample space was also given to training and the exchange of good practices. ANCI Secretary General Veronica Nicotra referred to the Sperlonga Training Camp model as an experience of training and community innovation. Nicotra updated the presidents on the ongoing activities, from the budget law to the delicate issue of funds for the management of unaccompanied minors, an ever-hot topic that worries mayors who see costs rise considerably without adequate transfers.
During the debate, ANCI Lazio secretary general Luca Masi proposed that the Association should assume a stronger and more proactive role on the minor islands. In view of the States General convened in Lipari on 10-12 October, Masi proposed to start a path to make ANCI more and more protagonist in the management of minor islands by promoting a coordination of the regional ANCIs that have minor islands.
President Sinibaldi's statements
'Syracuse and Sicily welcomed us with extraordinary vitality,' Sinibaldi said. 'In this city, which is a synthesis of history, beauty and innovation, we discussed concrete and urgent issues for Italian municipalities. Courage is needed: intervening on the FCDE, supporting mayors in the rebalancing process, and strengthening the coordination of the ANCI. Sinibaldi proposed the establishment of specific working tables to address structural issues and make the role of the regional ANCIs homogeneous with the respective regions'.
Sinibaldi's proposal was welcomed by Anci Toscana President Susanna Cenni and National Secretary Veronica Nicotra, who emphasised the centrality of the sharing process.
Finally, it was announced that in September 2026, the meeting of the presidents of the regional Anci will be hosted by Lazio.
