Rome, 7 July 2026<\/strong> \u2013 Today, at WeGil<\/strong>, the event \u201cLocal dialogues on the EU \u2013 Bringing Europe closer to local communities<\/strong>\u201dpromoted by the Regional Council of Lazio and the Conference of Presidents of Legislative Assemblies of Regions and Autonomous Provinces, in collaboration with the European Committee of the Regions, the Representation in Italy of the European Commission, the Office for Italy of the European Parliament and ANCI. An important representation of ANCI Lazio took part in the initiative, aimed at local and regional administrators in Lazio.<\/p>\n\n\n\n

During the institutional greetings in the morning, the President of ANCI Lazio, Daniele Sinibaldi<\/strong>, thanked the President of the Regional Council, Antonello Aurigemma, for the attention given to the issue of bringing territories closer to European policies. Sinibaldi traced the evolution of ANCI Lazio's role, now a real \u00abDrive belt<\/em>\u00bb between territories and central and regional administrations: from a purely representative office to a subject of operational support for the Municipalities, capable of bringing the voice of the Lazio mayors' community to every discussion table.<\/p>\n\n\n\n

The President then highlighted the structural difficulties of small municipalities: in Lazio there are a total of 378, of which over 260 have fewer than 5,000 inhabitants, often struggling with very limited administrative resources. A fragility, Sinibaldi stressed, which is the legacy of \u00abtwenty years of politics and restrictions on municipalities\u00bb and which directly affects the planning and management capacity of the smallest entities. Despite this, the President recalled, municipalities have taken the lead in public spending and PNRR investments, demonstrating one of the best \u00abimplementation\u00bb capacities within the entire public administration.<\/p>\n\n\n\n

On this basis, the new 2028-2034 programming architecture is being built, aimed at making the Municipalities themselves protagonists: a transition that, for Sinibaldi, must be accompanied by an adequate leap in awareness and project maturity in the territories. \u00abThe new spending phase must continue in this direction,\u00bb he stated, recalling the support already guaranteed for initiatives such as the Green Islands of Ponza and Ventotene\u2014a model that ANCI Lazio intends to consolidate and replicate\u2014and the Territorial Strategies developed with the Lazio Region for Frosinone, Rieti, and Latina.<\/p>\n\n\n\n

Sinibaldi also reported on the work initiated with the regional department for Budget and Economic Planning to set up the new programming phase: the goal, he explained, is to enter the logic of constructing area-wide, shared, and coordinated planning at a supramunicipal level, the only way to transform public spending into a real investment and a multiplier of wealth for the territory.<\/p>\n\n\n\n

The Secretary-General of ANCI Lazio, Luca Masi<\/strong>, He spoke in the second panel, dedicated to supporting and strengthening the capacity of local authorities to seize the challenges and opportunities of the European Union, sharing the experience of the Frosinone Europa Office and the experimental project carried out with IFEL, illustrating ANCI Lazio's contribution to supporting local authorities with a shared model of training and project development. \u00abWe are trying to involve other territories,\u00bb explained Masi, \u00absupporting an exchange of information that fosters a culture of project development and networking.\u00bb However, the Secretary General expressed ANCI Lazio's concern regarding the new European programming, particularly for small municipalities, noting available resources below expectations: \"The national fund meets the expectations of this time, but a decline in regional programming is a cause for concern.\".<\/p>\n\n\n\n

The day also saw the presentation of the EU Local Councillors Network and a training session dedicated to building project proposals for directly managed European funds, as part of the SITE (Sistema Italia in Europa) project. An important opportunity, therefore, to strengthen dialogue between European, regional and local institutions and to give voice to the needs of the territories, particularly small municipalities.<\/p>\n\n\n\n
