(Rome, 26 May 2026) Signed in Rome the\u2019Programme agreement <\/a>between ANCI, Federsanit\u00e0 and the Conference of Presidents of the Regional ANCI, with the aim of strengthening socio-health integration, prevention and local welfare policies, in light of the profound demographic and social transformations affecting the country. The signing of the new Programme Agreement between ANCI, the Conference of Presidents of Regional ANCIs and Federsanit\u00e0 took place in Rome today. At the heart of the document is the commitment to strengthen health and social care integration, prevention and local welfare policies, in response to the profound demographic and social transformations the country is undergoing.<\/p>\n\n\n\n

The agreement was signed by the President of ANCI, Gaetano Manfredi, the Coordinator of the Conference of Regional ANCI Presidents, Susanna Cenni, and the President of Federsanit\u00e0, Fabrizio d\u2019Alba. The new Agreement updates the 2020 one in light of the regulatory framework introduced by Ministerial Decree 77\/2022 on territorial care, the reform for the elderly and the disability reform. The Protocol aims to consolidate multi-level governance between municipalities, regional ANCI bodies and the healthcare system, promoting integrated organisational models capable of ensuring more effective care management, especially in cases of frailty, chronic conditions and lack of self-sufficiency. The Agreement is based on four main pillars: the promotion of healthy lifestyles and prevention programmes; the strengthening of the territorial network of social-health and social-care services; support for active ageing and disability policies; and the development of \u201cOne Health\u201d strategies, which view health, the environment, urban planning and socio-economic conditions as inseparably linked dimensions.<\/p>\n\n\n\n

The Protocol has been drawn up at a time when the demographic weight of the elderly is becoming increasingly significant: one in four Italians is already over 65, and ISTAT projections indicate that by 2050 this section of the population will account for more than 33% of the total. This is compounded by rising levels of loneliness, an increase in chronic conditions and persistent inequalities in access to services between different regions.<\/p>\n\n\n\n

Anci President Gaetano Manfredi reiterated the strategic role of municipalities as the pivot of a local welfare system capable of responding to new vulnerabilities, underlining how only a shared governance can effectively tackle the challenges of ageing and inequality. Coordinator Susanna Cenni highlighted the function of regional ANCI offices in linking the national level with individual territories, with the aim of making local good practices systematic and transferable. Federsanit\u00e0 President Fabrizio d'Alba described the Agreement as \u201ca decisive step towards making the socio-health integration envisaged by national reforms structural\u201d, stressing that \u201chealth is built in the territories, through prevention, participation and the ability to work as a system.\u201d Finally, ANCI Vice-President Roberto Pella recalled the importance of a global approach to health, which includes lifestyles, nutrition, sporting activity and specific attention to the oldest and most vulnerable sections of the population.<\/p>\n\n\n\n
