The event is promoted by Consormare del Golfo with the support of the Lazio Region, the Frosinone Latina Chamber of Commerce, the Province of Latina and the City of Gaeta, and has proven to be an important opportunity for institutional dialogue on the future of the coastal territories of Lazio. Anci Lazio participated in the event with Secretary General Luca Masi and President Daniele Sinibaldi, reaffirming its commitment to representing the needs of the municipalities on the coast of Lazio in the institutional forums that address the management of the sea and maritime resources.

The President of ANCI Lazio, Daniele Sinibaldi He opened the proceedings by highlighting the strategic value of the Blue Economy for the regional production and institutional fabric. The marine economy – which includes fishing, aquaculture, nautical tourism, port services and marine energy – represents a growing sector, with potential still largely untapped in the municipalities on the Lazio coast. Sinibaldi thanked the Lazio Region for promoting and supporting the initiative, highlighting that events such as Boat Days on Board are fundamental for creating the conditions for structured dialogue between the different institutional levels.
The President then highlighted the role that Anci Lazio intends to play as a liaison between the coastal municipalities and the higher-level institutions. In particular, he expressed the desire to build an operational synergy with the Region to support the territories in their interaction with the competent Ministries and with the Maritime Department, areas in which individual municipalities often operate in isolation, with limited technical and administrative resources. A shared leadership, however, allows for greater strength and consistency in national decision-making bodies.
Regarding regional resources, Sinibaldi emphasized that the availability of funds – European, national and regional – is not in itself sufficient unless it is accompanied by adequate planning capacity. The key to spending available resources well is the planning of a broad area: an approach that goes beyond municipal boundaries and builds coherent interventions on a broader territorial scale, capable of generating lasting impacts and effectively responding to the development needs of coastal municipalities.

The Secretary-General, Luca Masi He/She/They played the role of moderator for the day together with Doctor Maria Grazia Iadarola, By guiding the work with an approach focused on the concrete needs of local authorities. At the heart of his intervention is the need to build a unified and homogeneous programming for coastal municipalities, capable of overcoming the fragmentation that currently characterizes the management of the coastline and maritime resources.
A central theme is that of maritime easements. Anci has been engaged in constructive dialogue with the Government in anticipation of national guidelines in this area, a process that coastal municipalities are awaiting in order to plan their economic development linked to the sea in an orderly and certain manner. The production of these guidelines is crucial to enable local authorities to operate with clear rules, while at the same time ensuring the protection of the maritime heritage and the enhancement of the sector’s businesses. In this regard, Anci is carrying out active coordination and representation work, with the aim of bringing the specific needs of the territories to the attention of national institutions.
The discussion on PNRR funds is also important, as their resources, to produce lasting effects, must be accompanied by a system vision that integrates the various interventions into a coherent territorial strategy projected beyond the Plan's deadline.
In this context, Anci Lazio is working on defining an agenda for the cities: a shared programming tool among the municipalities that aims to identify common priorities, build synergies between entities, and promote structured planning over time. The agenda intends to overcome the logic of emergencies or individual calls for tenders and instead foster an organic response to the challenges of the territory, from coastal management to energy transition, from sustainable mobility to the valorization of cultural and environmental heritage. This is a participatory process that involves the municipalities in a co-design process, in line with European guidelines on territorial cohesion and with the guiding principles of local development policies promoted by Anci at the national level.

The participation of Anci Lazio in Boat Days on Board is part of a broader effort to address the specificities of coastal municipalities, which represent a significant part of the regional territory and face unique challenges: from the sustainable management of the coastline to the enhancement of economies linked to the sea, from the protection of marine ecosystems to the need for modern and competitive port infrastructure.
The goal of Anci Lazio is to consolidate a permanent table for dialogue involving municipalities, the Region, the Government and economic operators, so that sea policies are built from the bottom up, with the full participation of the local authorities who, on a daily basis, manage the relationship between the communities and the coastal territory.
