The recent law allowing the scrapping of detained vehicles<\/strong> It represents an important operational tool for Italian municipalities, which are called upon to manage a problem that for years has been an administrative and urban decorum obstacle.<\/p>\n\n\n\n

The rule, approved with a bill signed by the MP. Gaetana Russo<\/strong> and of the Hon. Fabio Raimondo<\/strong>, and published in the Official Journal as Law 14\/2026<\/strong>, introduces changes to the regulation of out-of-use vehicles subject to administrative immobilisation, allowing them to be deleted from the Public Register of Motor Vehicles (PRA) even when they are immobilised and overcoming a long regulatory inertia<\/strong> which prevented the removal of unusable cars from the circulating fleet and from public registers.<\/p>\n\n\n\n

Those who spoke on the subject were: Mauro Lombardo<\/strong>, Mayor of Guidonia Montecelio and member of the ANCI Lazio Board of Directors with responsibility for productive activities, local development and industrial policies.<\/p>\n\n\n

\u201cThe new rule resolves an administrative paradox that for years has left abandoned or unusable vehicles at administrative detention, with negative impacts on decorum, urban safety and environmental protection,\u201d said Lombardo. \u201cThe measure finally gives local authorities a clear and practical tool to intervene. Now it is essential to accompany the implementation with shared operational rules, guidelines and technical protocols so that municipalities can turn the rule into effective services for citizens.\u201d.<\/p>\n\n\n\n

The law stipulates that, once the vehicle is found to be unusable, the municipality may, through formal acts, proceed to its removal, demolition, and cancellation from the PRA, even in the presence of a stop. The stop can no longer be used as a barrier to scrapping if the requirements of \u201cout of use\u201d are met. The costs associated with the procedure remain the responsibility of the owner, and there are no public incentives for purchasing a new vehicle in the event of demolition in the presence of a stop.<\/p>\n\n\n\n

Lombardo also highlighted the importance of considering the issue not only from a bureaucratic perspective but also from an environmental and social one: \u201cRemoving years-old vehicles from the streets means improving urban quality, reducing the risks to traffic and enhancing the flow of recyclable materials, creating an opportunity for a more efficient circular economy.\u201d.<\/p>\n\n\n\n

ANCI Lazio will closely monitor the implementation of the rule, proposing a technical discussion between local authorities, law enforcement agencies, associations and sector operators to define clear, sustainable and uniform operational tools across the entire regional territory.<\/p>","protected":false},"excerpt":{"rendered":"
